No,it means that the maximum current you can have through any part of the potentiometer without exceeding the power limits of the potentiometer is determined by I max = square root of (the power rating of the potentiometer divided by the total resistance of the potentiometer). In this case I max = Square Root (5 /10000) = 22.36 mA. This means the current through the potentiometer plus the current through the wiper of the potentiometer can not exceed 22.36 mA without overloading the potentiometer.
With this in mind it will be necessary to select a voltage source or dropping resistor of the proper value so that you have the range of Voltage you need available at the wiper of the potentiometer. This of course has to be accomplished without exceeding the current limit of 22.36 mA even if the wiper of the potentiometer is set at either of it`s extremes.
In the above discussion I have assumed that the potentiometer is connected from the source Voltage to neutral and the wiper arm of the potentiometer is used to pick off a variable voltage for use wherever. However,the maximum current formula to stay within the power limits of the potentiometer is still valid even if the end terminal of the potentiometer is left open and the potentiometer is used as a variable resistor.
