i understand "ground out" as erasing any apparent mass. but i did not find meaning for crack chaser, v. and i think "rebond" is the process of putting adhesive again

A crack chaser is a kind of saw blade used in a circular saw or grinder to remove cement or concrete. The reference to "V" simply means the shape of the resulting groove, the blade will leave a V-shaped groove. Epoxy is resin or strong glue that is tough and doesn't shrink much.
